Angel; Isbell, Virginia; <br /> counciltestimony@co.hawaii.hi.us <br /> Subject: 2% Campaign for Open Space <br /> <br /> Aloha Mayor Kim and County Council, <br /> <br /> Thank you Chairman Higa for proposing and supporting a resolution to grant a Certificate of Sufficiency <br /> to this petition which will put this question of amending the existing Open Space and Natural Resources <br /> Ordinance on the ballot in November. Please, all council members, approve this resolution. <br /> <br /> I gathered 64 signatures simply by taking petitions to some classes and small functions I attended. Everyone I <br /> approached signed the petition because they are very concerned about preserving open spaces and natural <br /> resources. Two people signed in the "printed column" and printed their name in the "signature column." Bill <br /> and I probably left off "St" on our street address. Two people insisted they only had a PO box, that their house <br /> did not have a street address and had recently received their voter registraton card at their PO box. We believe <br /> it is wrong of the County to invalidate these signatures, along with other reasons such as people not including the <br /> date year. Registered voters should not be disenfranchised because of a nit-picking attitude by the County <br /> toward interpretation of Article 11 of the County Charter. The attitude of the County should not be towards <br /> denying voters' voices, but to encourage participation by the public.
