[(j)]~ [Construct a scenic road from Keauhou above the Kealakekua cliffs <br /> to Napoopoo.] Construct the Mamalahoa Bypass Hi way <br /> [from]between Keauhou [to]and Captain Cook as a Scenic Corridor, <br /> with limited access and without commercial development. <br /> Rationale: The highway should not go as jar as the Kealakekua Bay <br /> cliffs area. The construction should follow the recently established <br /> alignment, as covered in 13.2.5.8.2. <br /> [(k)] js~ Provide vertical connectors from Alii Drive to Kuakini Highway. <br /> [(1)]~ Improve that portion of the Mamalahoa Highway extending from the <br /> North Kona to the Ka`u District[s]. <br /> [(m)]~ Support the installation of suitable bikeways and/or jogging paths. <br /> [(n)]~ Develop a roadway circulation plan for the area between Palani <br /> Road and Kamehameha III Road, in cooperation with the State <br /> Department of Transportation, Federal Highway Administration, and <br /> the affected communities. <br /> [(o)]~ Extend Lako Street to connect to Alii Drive. <br /> [(p)]~ Work with the State and the adjacent landowners in establishing the <br /> old railroad right-of--way as a pedestrian and bicycle right-of--way. <br /> <br /> 8. Pages 13-15, SOUTH KONA,13.2.5.8.2 Courses of Action. <br /> A. Delete course of action (a): <br /> [(a) Construct a scenic road from Keauhou above the Kealakekua cliffs to <br /> Napoopoo.] <br /> Rationale: This course of action is covered by 13.2.5.8.2(c). Current <br /> wording suggests these are two separate roads. <br /> B. Replace (a) with new course of action as follows: <br /> ~ Extend Haleki`i Street to connect to the nronosed Mamalahoa <br /> Bypass Highway. <br /> Rationale: This course of action reflects roadway planning for the <br /> area as well as to provide mauka-makai road connection to Hokuli'a <br /> project. <br /> 6 <br /> <br />
