Amend course of action (c) as follows: <br /> (c) Construct the Mamalahoa Bypass Highway between Keauhou and <br /> Captain Cook as a Scenic Corridor, with limited access and without <br /> commercial development. <br /> Rationale: Commercial development along the Bypass Highway <br /> should be prohibited so that the existing commercial areas along the <br /> Mamalahoa Highway, and at Keauhou remain strong. Otherwise, <br /> commercial development will try to migrate to the new highway, <br /> compromising its usefulness as a through route, and detracting from <br /> its scenic qualities. <br /> <br /> LAND USE <br /> <br /> 9. [Page 14-12, Table 14-5. Urbau, Rural, Industrial & Resort Areas by District. <br /> For the Puna District, add "Ainaloa" to the list of Urban and Rural Center. <br /> Rationale: To allow future commercial development to service the residents of <br /> the Ainaloa Subdivision and other nearby subdivisions.) <br /> 10.
