The proposed language makes explicit that the <br /> proposed re-designation of land around Honokohau Harbor from the Open to the Urban <br /> Expansion district will not authorize a resort in this location. A resort would require a separate <br /> "Resort" LUPAG Map designation. <br /> Bill 309, Draft 3 adds the following language to Section 2: <br /> <br /> "SECTION 2.
