Proposed RM Zoning: <br /> • Height Limit - 120 feet. <br /> <br /> • Setbacks - front/rear yards 20 feet; side yards 8 feet for one-story plus an additional <br /> two feet for each additional story. <br /> <br /> • Landscaping - required on a minimum of 20% of the total land area. <br /> 9. Coastal Zone Management, HRS, Chapter 205A: The entire State of Hawaii lies <br /> <br /> within the Coastal Zone Management area. <br /> <br /> 10. Special Management Area: The SMA is a part of the Coastal Zone Management <br /> Program regulated by the County. The project site is located more than one mile from the <br /> <br /> shoreline and is not in the SMA. <br /> DESCRIPTION OF THE SITE AND SURROUNDING AREA <br /> <br /> 11. Subject Property: The property was formerly used as a dwelling site. The structure has <br /> been removed and the property has been cleared of all vegetation and is vacant. The <br /> <br /> property is fairly level and is located at approximately the 90-foot elevation level. <br /> 12. Surrounding Zoning and Land Uses: Lands in the immediate vicinity are zoned RS-10 <br /> <br /> with mostly residential uses. There are single-family dwellings to the north and south of <br /> the property. Lands northwest and west of the site are zoned RM-1 and includes the Hilo <br /> <br /> Meishoin Church and UH Student Housing (36-unit Tohbi Hale). There is an abandoned <br /> railroad right-of-way adjacent to the property to the west. <br /> <br /> 13. Land Study Bureau's Productivity Rating: Unclassified. <br /> <br /> 14. Noise Impacts: Existing ambient noise includes vehicular traffic. Short-term noise <br /> impacts associated with the project are temporary, and all applicable State rules governing <br /> <br /> construction noise abatement will be observed. <br /> 15. Air Quality: The proposed project will not directly impact air quality in the area. <br /> <br /> Fugitive dust during construction can be mitigated by compliance with the Department of <br /> Health's regulations. <br /> <br /> 16. FIRM: Zone "Y', an area outside of the 500-year flood plain. <br /> 17. Coastal Hazards: The property is located over one mile from the shoreline, is not an <br /> <br /> oceanfront parcel, and will not affect, or be affected by shoreline processes. <br /> <br /> -2- <br />
