Citizens ngainst <br /> Noise fully supports this measure. <br /> Since the creation of Hilo International Airport. North Hilo. the <br /> do~a~ntowrt area, the Banyon Drive resorts. the Keaukaha residential and <br /> recreational communities, and adJacenl Hau;aiian Homes lands have been <br /> negarrvely impacted by aircraft noise. Compounding this problem is the t~se <br /> of outdai:cd. noisy stage one aircraft by both ;rater-isle carriers Hawaiian and <br /> Aloha airlines. which continue to operate un a flaily basis. Only airports In <br /> Hawaii and Alaska are allomed to use these noisy aircraft in such close <br /> proxnnity to established urban and residcnnttl aYcas. <br /> Routine military °touch and go" operations of larger. noisier aircraft at <br /> Hilo Airport continue to add to the i.otal a~.-iation noise burden, as does an <br /> acute air-tour industry, where both fi::ed-wing and helicopter tours <br /> originate and return. Cvery commwiih~ situated close to an airport benefits <br /> 1'rorn the eeonorriic activity associated wsth ir, but must, also bear the burden <br /> of en~ironmenial impacts - In this case, unnecessary aircraft noise. <br /> The State Airports Division is fulh funded to enact these noise <br /> mitigation measures at Hilo Internalior,al airport. Just last month, the <br /> Unrt.ed States Congress e:ccused Hawaii from repaying $30 million in airport <br /> fiords that it gave to the Office of Hatsa,ian Affairs for ceded land payments. <br /> hasf September.
