The performance period for this grant is from July 1, 2006, through <br /> June 30, 2008. <br /> Hawaii County is the final recipient of $1,138,582.00. Hawaii County response agencies should utilize the State <br /> Homeland Security Assessment and Strategy to more effectively fill the gaps between <br /> needs and existing capabilities. All funds will be recorded in an Initial Strategy <br /> Implementation Plan (ISIP) that identifies expenditures. The expenditures will be <br /> identified in a detailed budget worksheet and an ISIP portraying the use of the FY 2006 <br /> HSGP funds will be provided to Hawaii County Civil Defense Agency not later than <br /> September 30, 2006. <br /> The terms and conditions of the grant programs and the funds being distributed for each <br /> program to Hawaii County are in the attached Articles. If you agree with the <br /> requirements of the grant programs, please sign and return the original copy of each <br /> Article to State Civil Defense before September 15, 2006. <br /> <br /> To be eligible for future funding, the State has three requirements that must be fulfilled: <br /> <br /> • Distribute all funding against the Investment Implementation Strategy for Hawaii <br /> Homeland Security Plan and/or the Urban Area Security Initiative Homeland <br /> Security Strategic Plan; <br /> • the State must adopt the National Incident Management System (NIMS); and <br /> <br /> • develop scenario-based plans such as a Improvised Explosive Device Prevention <br /> Plan. <br /> Hawaii County will be a vital partner in the development of these plans and programs. <br />
