This bill <br /> would set up a program by which the county could designate scenic corridors. A scenic <br /> corridor is an area where there would be special controls on the roadside environment, to <br /> preserve natural beauty, cultural landscapes, viewplanes, and other public benefits. Bill <br /> 231 only sets up the basic program and procedure for such districts. If Bill 231 is enacted <br /> by ordinance, to actually create a scenic corridor would require a formal study, public <br /> notice and hearings, and eventually, another ordinance establishing the scenic corridor. <br /> <br /> A brief chronology: this was a bill that originated in the Council, in another form (Bill <br /> 265, 2000-2002 Council term.) It was referred to the Planning Director and Planning <br /> Commission, and eventually referred back to the County Council with a favorable <br /> recommendation after public hearings by the Planning Commission. At the Planning <br /> Committee's March 4, 2004 meeting, Bill 265, Draft 3, was replaced with an amended <br /> version, Bill 231, but further action on Bill 231 was deferred. The Legislative Auditor <br /> had some questions, in a March 4, 2004 memo which I have attached, which I responded <br /> to with the attached April 22, 2004 memo. <br /> <br /> I do not believe that any action has been taken on this bill since the March 4, 2004 <br /> Planning Committee meeting.
