REPORT OF THE <br /> COMMITTLE ON FINANCE <br /> <br /> DATE: September 6, 2006 Re: Comm. No. 1038/Res. No. 440-06 <br /> <br /> PLACE: Council Chambers <br /> <br /> TIME: 10:35 a.m. <br /> Council Chair and Members <br /> Hawaii County Council <br /> Hilo, Hawaii 96720 <br /> Your Committee on Finance, to which was referred Resolution No. 440-06, reports as follows: <br /> Resolution No. 440-06, transmitted jointly with Bill No. 330 by Director of Finance William Takaba, via <br /> Communication No. 1038, dated August 22, 2006, creates a Business Manager position, a Contracts <br /> Technician position, and a Clerk III position for the Department of Environmental Management. <br /> As the newest department in the County of Hawaii, the Department of Environmental Management <br /> continues to review and establish the necessary staffing levels to cant' out its duties and responsibilities. <br /> The three new positions include a Business Manager to provide common oversight for all of the Business <br /> Services Section's functions and to help to establish new policies and procedures as well as to improve <br /> and keep exiting policies current; and a Contracts Technician and a Clerk [II to improve the timeliness <br /> and efficiency of drafring and processing the department's contracts. <br /> Funding for these positions and related costs will come from the increase in administrative charges <br /> derived from the Sewer, Solid Waste and Vehicle Disposal Special Funds. <br /> Pursuant to Article V, Section 5-1.3(c), Hawaii County Charter, the Mayor has the power to "Create <br /> positions...for which appropriations have been made by the Council." <br /> Some members of Your Committee were concerned regarding the Business Manager duties and requested <br /> a copy of the full description of this position, prior to the next Council meeting. <br /> A motion to approve was made and seconded, followed by a vote by the seven Members in attendance. <br /> The final vote, as reflected below, prompted the Committee Chair to forward this measure to the full <br /> Council with a negative recommendation. <br /> Your Committee on Finance forwards Resolution No. 440-06 to Council with a negative <br /> recommendation. <br /> smc <br /> AVES noes A&e Ex Respectfully submitted, <br /> ARAKAKI X <br /> HICA x COMMITTEE ON FINANCE <br /> HOFFMANN X <br /> HOLSCHUH X ~ I <br /> IKEDA X ~ ' <br /> ISBELL X <br /> aACOesoN x VIRG IA ISBELL, CHAIR <br /> FILACO X FC REPORT NO. 328 <br /> SAFARIK X ADOPTED: <br /> <br />
