~p~,~SY Oi N4. <br /> ~Jiy1 <br /> COUNTY OF HAWAII STATE OF HAWAII <br /> ..T 4 ~ <br /> ~T! ps •MT'~ <br /> RESOLUTION NO. 44fl ~G <br /> RESOLUTION CREATING A BUSINESS MANAGER POSITION, A CONTRACTS <br /> <br /> TECHNICIAN POSITION, AND A CLERK III POSITION FOR THE DEPARTMENT <br /> OF ENVIRONMENTAL MANAGEMENT <br /> WHEREAS, the Department of Environmental Management, created by a 2000 County <br /> Charter Amendment, was the last department to be added to the Executive Branch of the County <br /> of Hawaii; and <br /> WHEREAS, as the Department continues its efforts to establish the necessary staffing <br /> levels, it has determined there are needs for a higher level of administrative and fiscal oversight, <br /> specialized assistance in developing and processing contracts, and more contract handling <br /> assistance; and <br /> WHEREAS, to best fullful these staffing needs, a Business Manager position, a Contracts <br /> Technician position, and a Clerk III position are being created for the Department of Environmental <br /> Management's Business Services Section; and <br /> WHEREAS, a Business Manager position will provide oversight of the personnel functions, <br /> direct supervision of the accounting staff, collections, ensuring state procurement laws are followed <br /> in a timely manner; as well as continuing to refine policies and procedures for personnel, <br /> accounting, contracting, and accounts receivable; and <br /> WHEREAS, a Contracts Technician position will provide specialized assistance in <br /> developing and processing contracts since with contractual services comprising around 50% of the <br /> Department's operating budget, it is important that contracts are executed in a timely manner and <br /> in compliance with procurement rules; and <br /> WHEREAS, a Clerk III position would work with the newly requested Contracts Technician <br /> position to process contracts, distribute them, and maintain the files; as well as provide general <br /> clerical assistance for the Department's Administration; and <br /> WHEREAS, there will be sufficient funds in the Environmental Management Regular <br /> Salaries and Wages account (010.671.5671.01.011); and <br /> WHEREAS, Article V, Section 5-1.3(c) of the Hawaii County Charter states that the Mayor <br /> has the power to "Create positions...for which appropriations have been made by the council...". <br /> <br />
