The Council should proceed with the <br /> issuance of a request For proposals, evaluation, award, and execution of the contract in order to <br /> secure an audit firm for the next fiscal year ending June 30, 1998. <br /> The following documents are attached: <br /> 1. A timetable for securing an independent certified public accountant firm <br /> 2. A resolution approving afour-year contract term, the RFP, the obligation of more <br /> than one fiscal year of funds, and the process of securing an audit fine <br /> 3. A draft Request for Proposals (RFP), which has been prepazed in consultation with <br /> Harry Takahashi and Dixie Kaetsu, other counties and the State Auditor's Office <br /> 4. OMB Circular A-133 (Single Audit Act Amendments) <br /> A four-year contract term is again recommended for purposes of economy, consistency and <br /> continuity. You should also be aware that the previous RFP contained a policy requirement for a <br /> minimum 25% time of the audit unit be allocated to and performed by individuals and firms in the <br /> County of Hawaii. An opinion has been requested as to its validity and legality. <br /> In order to complete the procurement process by March 1998, the Resolution should be waived to <br /> the next Council meeting on November 13, 1997. Should you have any questions prior to that <br /> meetine, I would appreciate the opportunity to explain the attached information or to answer any <br /> questions you might have.
