<br /> <br /> <br /> <br /> <br /> <br /> TO: Honorable Stacy Higa, Chair <br /> Members: HAWAII COUNTY COUNCIL <br /> Hilo, Hawaii <br /> <br /> RE: Bill No. 305, Rezoning Request <br /> <br /> TMK: 2-2-36:60,102,103 <br /> <br /> FROM: PATRICIA NEKOBA, <br /> 729 Laukapu St. <br /> Hilo, HI 96720 <br /> <br /> <br /> <br /> Thank you for the opportunity for me to express my opposition to Bill No. <br /> 305 pertaining to the rezoning of 2 parcels of land on Laukapu St. <br /> <br /> You have heard many times over the impact that a 24 unit townhouse or any <br /> other multiple type structure would have on the Quality of life of this <br /> neighborhood. <br /> <br /> <br /> You have heard the Planning Commission recommendations against such a <br /> project because of the negative impact to quality of life, such as population <br /> density, inadequate infrastructure, neighborhood disruption to safety and <br /> well-being, and unacceptable levels of traffic without adequate street and <br /> sidewalk improvements. <br /> <br /> <br /> <br /> The intention of the Council and Planning Commission reviews show that as <br /> recently as 2005, there was a conscious, deliberate, and thoughtful <br /> discussion in the General Plan regarding taking into account suitability <br /> factors in the rezoning process. How is it that this very council can change <br /> its thorough and thoughtful planning review to allow such an oddity as a <br /> <br /> group of townhouses in the middle of a residential single structure <br /> neighborhood. How is it that in one year of stating that rezoning as the <br /> primary method for changing allowed uses of land that MUST be consistent <br /> with the General Plan, now doesn't have to be so? <br /> <br /> I ask the Council to seriously consider that following with regard to even <br /> <br /> considering passing this rezoning request: <br /> <br /> g4mm, No. gS*j.2L. <br /> 44 ioi Prea• • <br /> Re+, Case r u 14 aos= <br />
