Arakaki, Chairman <br /> <br /> and Members of the County Council <br /> <br /> Page 3 <br /> o Promote and encourage the rehabilitation and use of urban and rural areas <br /> which are serviced by basic community facilities and utilities. <br /> o Allocate appropriate requested zoning in accordance with the existing or <br /> projected needs of neighborhood, community, region and County. <br /> o The County shall encourage the development and maintenance of communities <br /> meeting the needs of its residents in balance with the physical and social <br /> environment. <br /> ®griculture <br /> o Rural-style residential-agricultural developments, such as new small-scale rural <br /> communities or extensions of existing rural communities, shall be encouraged in <br /> appropriate locations. <br /> The Land Use Pattern Allocation Guide (LUPAG) Map component of the <br /> General Plan is a representation of the document's goals, policies, standards and <br /> courses of action. It is also a graphic depiction of the physical relationship between the <br /> various land uses. The LUPAG Map establishes the basic urban and non-urban form <br /> for areas within the County. <br /> The proposed use would also conform to the following goals and policies of the <br /> Economic Element: <br /> o Provide residents with opportunities to improve their quality of life. <br /> o Economic development and improvement shall be in balance with the physical <br /> and social environments of the island of Hawaii. <br /> o The County of Hawaii shall strive for diversification of its economy by <br /> strengthening existing industries and attracting new endeavors. <br /> The Kona Regional Plan adopted by the Planning Commission in 1984 is <br /> intended to provide short and middle range implementation strategies for the goals, <br /> policies and land use pattern presented in the General Plan. The Kona Regional Plan <br /> and its Zone Guide Map, adopted over 10 years ago, suggested agricultural uses for the <br /> project site. The property is situated in proximity to residential subdivisions such as <br /> the Paniolo Country Subdivision which consists of primarily one acre lots. Therefore, <br /> the approval of the subject request would be consistent with the policy direction <br /> established by the General Plan. <br /> The proposed Rural boundary request also conforms to the LUPAG Map which <br /> designates the area as Urban Expansion. Urban Expansion allows for a mix of high <br /> density, medium density, low density, industrial and/or open designations in areas <br /> where new settlements may be desirable, but where the specific settlement pattern and <br /> mix of uses have not yet been determined. This request would allow a rural <br /> development, single family residences and possible church activities. The area under <br /> consideration is consistent with the rural form established for this section of the North <br /> <br />
