In order to provide a true model of what it wdl be like if the three month <br /> moratorium is successful, the County will not provide enforcement during the three month moratorium. <br /> As per our conversation, this Council will eliminate the pazking meter attendant positions in downtown <br /> Hilo if the positions will not be subsidized by pazking meters. With that said, a truer indicator would <br /> be to go through the three month moratorium without the County employees chalking of tires or issuing <br /> of citations. <br /> I just wanted to write to you to make sure that this is clear to the Downtown Improvement Association <br /> prior to the passing of final reading.
