Parking Committee has been <br /> <br />meeting for several years to discuss downtown Hilo's parking problems and to find solutions to those <br /> <br />problems; and <br /> <br />WHEREAS, the D. I. A. Parking Committee has identified the abuse of short term metered stalls <br /> <br />and the inadequate enforcement ofthose abuses as two specific areas that need improvement; and <br /> <br />WHEREAS, as a practical and temporary solution to the parking problems, the Council adopted <br /> <br />Resolution Nos. 416-96 (Draft 2) and 87-97, which waived parking meters fees in the stalls bounded by <br /> <br />Kamehameha Avenue, Bayfront Highway and the Mooheau Bus Terminal from December 2, 1996 <br /> <br />through December 31, 1997; and <br /> <br />WHEREAS, the D. I. A. Parking Committee has requested that the County institute a pilot <br /> <br />project for a three-month moratorium period on [the 2-hour and 8-hour] all parking metered stalls <br /> <br />[encompassing that area beginning at the intersection of Kinoole Street and Ponahawai Street, traveling <br /> <br />easterly (makai) on Ponahawai Street; then northwest bound (Hamakua direction) on Kamehameha <br /> <br />Avenue including the' area to the north of Mooheau Bus Terminal; then west bound onto Wailuku Drive; <br /> <br />then south bound onto Ululani Street; then ea,st bound down onto Haili Street; and finally south bound <br /> <br />onto Kinoole Street to Ponahawai Street (Exhibit A)] in the Hilo area. excluding parking metered stalls at <br /> <br />the County and State building; and <br /> <br />WHEREAS, the D. I. A. Parking Committee proposes to prepare an assessment of business <br /> <br />activity in downtown Hilo during the course of the moratorium. <br />
