r
Paul T. Ochi
115 Laula Rd.
Hilo, HI 96720
October 1, 1998 r;
Council Chairman James Arakaki
And Members County Council
25 Aupuni St.
Hilo, HI 96720
Dear Mr. Arakaki:
It is 90 days into the moratorium on Free Parking in downtown Hilo and
Downtown Improvement Association has yet to complete their part of the
agreement. The agreement was that they would cover all of the meters in
downtown and they have yet to complete this. Last month there was 80 dual
meters and 45 single meters that needed to be covered as of today there is 75
dual meters and 60 single meters that still needs to be covered and more covers
that needs to be replaced.
My question right now is when will DIA complete their part of the
agreement? Or will they ever need to complete their agreement? People are still
putting money into the meters that are not covered and they are still in confusion
about the meters around the post which are not covered. As you drive along
Wailuku Dr. majority of the meters are not bagged and as you drive down Kinoole
St. from Sack and Save to Lincoln Park the meters are also not bagged. This
causes confusion as to where is free and pay parking.
The Violations Clerk is being harassed whenever he gives a citation
around the Post Office because there are other areas in town that isn't bagged
and the meters are expired.
All of you voted for this moratorium and the three of us in the Parking
Meter Section have yet to be placed in other jobs. Fourteen years I have worked
in the parking meter shop I thought I would retire from this job and now this. Yes
we are angry for what has happened because we are born and raised here and
don't have any plans on leaving. In the past fourteen years No council person or
DIA personnel has ever visited the Parking Meter Shop what a shame. You can
vote us out without ever seeing what we do that's real smart business.
Please have DIA do their part of the agreement and bag all the meters
and soon.
Thank you.
Sincerely
ecti 1 1,~~~~tc ~
tom.
