Ochi and Franeis Makaiwi. <br /> It is truA the DIA llas not covered all. of the meters <br /> in the Downtown Area. The stalls along the Wailuku River <br /> and a portion of those in the lot mauka of the Armory were <br /> not all covered. Tha meters left uncovered have all been 8 <br /> hour meters. We have covered 100 of the on-street two hour <br /> meters. The few uncovered two hour meters being questioned <br /> are a result of vandalism and/or deterioration from the <br /> elements. We have already replaced tlae covers along Kalakaua <br /> St, in front of the Culi.ural Center twice due to vandalism. <br /> They have once again disappeared. <br /> In order to combat the continued disappearance of the bags <br /> we have ordered labels printed with the words "free parking" <br /> to be Placed over the coin slog;. This method was originally <br /> used on the eight hour stalls in the lot makat of Kamehameha <br /> Ave. with good success. We tr~.tst the Public Works committee <br /> will find these a viable alternative to the bags which will <br /> only continue to disappear. <br /> We continue to have some abuse of the stalls by customers <br /> and business owners and will r;nntinue to have these problems <br /> until we can be assured of adequate enforcement of the two <br /> hour limit which is currently quite lax. We de continue to <br /> educate the Downtown business community as to the benefit <br /> of leaving on street parking for customer use only. Most of <br /> the feedback we receive is positive and we continue to foal <br /> the meters should ba removed i_n their entirety aEt.er the <br /> moratorium expires. <br /> We are well aware of the displaced positions caused by this <br /> moratorium, however th19 is the age of downsizing and more <br /> efficiency.
