<br /> the Hilo Facility Plan, facility plans are not required to <br /> contain a list of every piece of equipment, fixture and <br /> appurtenance which is eligible under the construction grant <br /> program. In fact, 40 CFR 35.917-4(b) states that facilities <br /> planning will be conducted only to the extent that the EPA <br /> Regional Administrator finds necessary in order to insure that <br /> facilities for which grant funds are awarded will be cost- <br /> effective and environmentally sound. <br /> Cost-effectiveness is ensured by reviewing possible project <br /> alternatives. The only alternative to installing emergency power <br /> generators is the no project alternative which is not a viable <br /> option since the prevention of raw sewage spills is required by <br /> the construction grants program. Environmental soundness would <br /> not be jeopardized by the addition of emergency power generators. <br /> Emergency power generators do not change either the environmental <br /> impact of the wastewater treatment system or the level of <br /> environmental review needed because neither the degree of <br /> treatment nor the capacity of the existing facility would be <br /> affected. In fact, the addition of emergency power generators <br /> increases environmental soundness. <br /> The emergency generators are a reasonable and necessary part <br /> of the treatment plant, within the amended scope of the grant. <br /> Furthermore, the emergency generators eliminate the public health <br /> threat associated with sewage spills and maintain the integrity <br /> of the wastewater treatment system.
