I. INTRODUCTION WHEREAS, the Council of the County of Hawaii (hereinafter referred to as the "Council") did, pursuant to the provisions of the "Community Facilities Districts Code," being Chapter 32 of the Hawaii County Code (hereinafter referred to as the "Code"), and specifically Section 32-21 thereof, expressly order the filing of a written "Report" with the legislative body of the proposed community facilities district. This community facilities district being County of Hawaii Community Facilities District No. 2006-1 (The Villages of Aina Lea) shall bereinafter be referred to as: "CFD No. 2006-1' ;and WHEREAS, a resolution Declaring the Intention of the County of Hawaii to Establish a Community Facilities District, Designated as Hawaii County Community Facilities District No. 2006-1 (The Villages of Aina Lea), To Authorize Financing for Prescribed Special Improvements, To Authorize Levy of a Special Tax, and To Authorize Issuance of Bonds Secured by Proceeds of the Special Tax ("hereinafter referred to as "Resolution of Intention") did direct that said Report generally contain the following: 1. A brief description of the proposed facilities by type which will be required to adequately meet the needs of CFD No. 2006-1; and 2. An estimate of the cost of providing those facilities; and 3. An estimate of the fair and reasonable cost of those facilities proposed to be purchased as completed public facilities; and 4. An estimate of the incidental expenses proposed to be paid; and 5. The appraised value of the land in CFD No. 2006-1 determined in accordance with prevailing standards of appraisal used by financial institutions for loans. NOW, THEREFORE, David Taussig & Associates, Inc., under the direction of the Director of Public Works, does hereby submit this Report.
