Hilo Community Development Plan: The Hilo Community Development Plan adopted <br /> by Planning Commission Resolution No. 1 on May 21, 1975 identifies the area as RS-10. <br /> <br /> 9. Coastal Zone Management, HRS, Chapter 205A: The entire State of Hawaii lies <br /> within the Coastal Zone Management azea. <br /> 10. Special Management Area: The SMA is a part of the Coastal Zone Management <br /> Program regulated by the County. The project site is located less than one mile from the <br /> shoreline and is not in the SMA. <br /> <br /> DESCRIPTION OF PROJECT SITE AND SURROUNDING AREA <br /> 11. Subject Property: The property is a relatively level approximately 21,050-square foot <br /> parcel on the west side of Kanoelehua Avenue. There is an approximately 55-year old <br /> single-family dwelling on the property. The dwelling will be demolished. <br /> 12. Surrounding Zoning and Land Uses: The land uses in the immediate area are a mix of <br /> commercial and industrial uses. Hilo International Airport is zoned ML-20 and located <br /> east of the property. Commercial and/or industrial uses nearby include warehousing, <br /> aviation related uses, and office buildings. Immediately adjacent properties aze zoned RS- <br /> 10 to the north and ML-10 to the south. <br /> 13. U.S.D.A. Soil Type: Keaukaha extremely stony muck, 6 to 20 percent slopes (rKFD). <br /> The Keaukaha Series consists of well drained, thin organic soils over pahoehoe lava <br /> bedrock. <br /> 14. Land Study Bureau's Productivity Rating: Unclassified. <br /> 15. Noise Impacts: Existing ambient noise includes airport/aviarion use, traffic, wind and <br /> foliage. Short-term noise impacts associated with the project will be temporary with <br /> compliance to all applicable State rules governing construction noise abatement. <br /> 16. Air Quality: The proposed project should not directly impact air quality in the azea. <br /> -2- <br /> <br />
