Fugitive dust during construction can be mitigated by compliance with the Department of <br /> Health's regulations. The only impact to air quality would be associated with vehicular <br /> traffic to and from the site. <br /> 17. FIItM: Zone "X", an area outside of the 500-year flood plain. <br /> 18. Coastal Hazards: The subject property is not an oceanfront parcel, and will not affect, or <br /> be affected by shoreline processes. <br /> 19. Recreational Resources: The proposed development will not reduce the size of the <br /> coastline or other areas used for public recreational uses. <br /> <br /> 20. Visual Resources: The proposed project will not affect the line-of--sight toward the <br /> ocean. <br /> 21. Flora/Fauna: No professional surveys were conducted of the site. The property is <br /> located in an urban setting in close proximity to the airport and aviation related uses. The <br /> site was previously cleared and used as a dwelling site. <br /> 22. ArchaeologicaUHistorical Resources: As the property is improved with a dwelling, no <br /> professional surveys were conducted of the site. By letter dated July 14, 2006, the <br /> DLNR-HPD has stated that "no historic properties will be affected by this undertaking <br /> because 1) residential development/urbanization has altered the land; 2) the subject parcel <br /> is in an established subdivision, and has already been developed." <br /> 23. Cultural or Native Gathering Rights: There is no evidence of any traditional and <br /> customary Native Hawaiian rights being practiced on the site, nor existence of any known <br /> valued cultural, historical or native resources in the area. <br /> 24. Traffic: The applicant states "the volume of traffic generated by the two businesses in the <br /> front of the new building is not expected to be substantial, well within the capacity of the <br /> six-lane State Highway that fronts the property to absorb. As the property is already used <br /> for storage by Concept Construction, the proposed use for storage in the back would not <br /> add traffic." The existing driveway to Kanoelehua Avenue will be used for ingress, and a <br /> driveway on the adjacent property would be used for egress. This circulation pattern is <br /> proposed to promote only one exit for the two adjacent properties for a more orderly <br /> entrance of vehicles. <br /> -3- <br /> <br />
