PROSECUTOR -COUNTY OF HAWAII <br /> <br /> Concept Paper 15 <br /> <br /> Title: Statewide Sezual Assault Training <br /> Amount of Request: $34,500 <br /> GCOC Priority Area: Violent Crime <br /> JAG Purpose Area: Prosecution and court programs <br /> Proposal: The Hawaii County Office of the Prosecuting Attorney (HiPros) is applying for JAG <br /> funds to provide a three day statewide multidisciplinary sexual assault training for police, <br /> prosecutors, medical/forensie examiners, victim advocates and service providers. Topics will be <br /> pertinent to these various disciplines and to the crime of sexual assault. The three-day training <br /> will include a plenary speaker, multidisciplinary case reviews, breakout sessions, and a mock <br /> trial using conference participants and presenters. The intent is to work on skills within <br /> disciplines and within the service delivery systems, with the ultimate goal of improving sexual <br /> assault arrests, investigations, prosecutions, and victim services statewide. Specialized training <br /> for-prosecution-will also focus-on-court proceedings-and trial case reviews-that integrate the <br /> services of law enforcement and advocacy providers to strengthen prosecution approaches. <br /> Budget: Consultant ($14,950), transportation and subsistence ($14,400), other costs ($16,650). <br /> Match of $11,500 from State Asset Forfeiture funds. Match funded items aze not identified. <br /> HiPros~s currently using Byrne F~2003 funds ($38,850) that will run through 09/30/2006. The <br /> project has run for 10 months. <br /> RECOMi\'IEND FUNDING: The proposal is for the 3rd Statewide Sexual Assault Multi- <br /> disciplinary Conference and it will be the second time the Hawaii County Office of the <br /> Prosecuting Attorney is coordinating the event. The last event was held in Keauhou, Kona in <br /> June 2006. Police, prosecutors and the professionals in related agencies reported that they gained <br /> new skills and knowledge and will integrate this into their work. It is recommended that the <br /> Project establish a Planning Group that represents the various professional disciplines involved <br /> to identify the relevant workforce skills and knowledge that participants may gain from the <br /> training. The workshops can be "tracked" from basic to advanced levels. Participants attending <br /> the conference should be able to take the skills and information ]earned and apply them to their <br /> daily work activities. An agenda should be provided to the Department of the Attorney General <br /> for preliminary review and comments. <br /> The project will need twelve (12) months ofFY2005JAGfunding at 534,500. <br /> EXHIBIT °°A" <br /> <br />
