In two previous Bills the <br /> following language was required: "If, before completion and opening <br /> of the entire Mamalahoa Highway Bypass, a portion of said bypass <br /> is completed and opened, and said portion provides a connection <br /> to Haleki'i Street, a barricade or breakaway gate, meeting with <br /> the requirements of the Department of Public Works, shall be <br /> installed by the applicant as part of the Haleki'i Street <br /> improvements." <br /> The reason this language was required is as follows: It was <br /> determined that Haleki'i Street is a sub-standard road which is <br /> in violation of County Codes. The Codes restrict the grade of <br /> vehicular thoroughfares to 12~. Exceptions may be granted by the <br /> County Engineer up to 158. But portions of Haleki'i Street are <br /> 18~ grade. County Code also limits intersections such as the one <br /> at Haleki'i Street and Mamalahoa Highway to 5~. The current grade <br /> is at least double. The County also considers it impudent for a <br /> residential road, with closely spaced drive ways to be used for <br /> a vehicular thoroughfare. <br /> Accordingly, the above clause must be included in Bill 373 <br /> prior to consideration on the part of the Council, especially in <br /> light of the fact that the lodge will now be developed prior to <br /> <br /> the occupancy of home sites- <br /> 808-329-4770 <br /> <br />
