RELATING TO A UNIVERSTTY DISTRICT <br /> BACKGROUND <br /> On September 20, 2006, the Hawaii County Council voted to commit Bill 326 ' <br /> relating to a new University District, to the Planning Director and the Planning <br /> Commission for review and comment. On October 17, 2006, the bill was transmitted to <br /> the Planning Director. <br /> The bill states that university and college campuses should be treated distinctly <br /> from other caning districts currently identified in Chapter 25 (Zoning Code), Hawaii <br /> County Code. In addition to educational functions, university and college campuses <br /> generally include a variety and mix of other uses. Present provisions in the Zoning Code <br /> limit the ability of universities and colleges in providing a complete and conducive <br /> campus environment and sense of community. As a result of this limitation, the County <br /> Council drafted Bi11326 to establish a University District that will provide greater <br /> flexibility in establishing a mix of uses to enhance the campus environment of a <br /> university or college. <br /> Bi11326, as drafted by the County Council (Exhibit A): <br /> • Provides for the types of uses permitted within the University District. <br /> • Establishes a height limit of 45 feet, except for a height limit of 120 feet for the <br /> City of Hilo and ninety feet for areas designated High Density Urban on the <br /> General Plan Land Use Pattern Allocation Guide (LUPAG) map. <br /> • Establishes a minimum building site area requirement of 7,500 square feet. <br /> • Establishes a minimum building site average width of 60 feet. <br /> • Establishes a front or rear yard setback of 15 feet and no side yard setbacks, <br /> except for certain exceptions. <br /> <br />
