Since this recommendation is made without the benefit of <br /> public testimony, the Duector reserves the right to modify and/or alter this position based upon <br /> additional information presented at the public hearing. This favorable recommendation is based <br /> on the following findings: <br /> The applicant is requesting a Change of Zone from RS-7.5 to CV-7.5 to allow <br /> office uses within an existing single-family dwelling. The applicant intends to develop <br /> the property to allow for a business office to meet the growing demand for commercial <br /> use in the Naalehu Town area. The applicant states, "the project offers the advantage of <br /> being adjacent to existing infrastructure and supportive public facilities." Minimal site <br /> changes are planned, as the proposed use will be contained within the existing structure. <br /> Because it is the applicant's statement that the existing home will be used, the <br /> proposed conditions will make this a requirement. The home is an attractive asset in this <br /> area and adjacent properties are all physically developed with residential structures. <br /> In order to consider an azea for any type of zoning designation, the applicable <br /> goals, policies and standazds of the General Plan must be adequately addressed. It is only <br /> through such a comprehensive policy analysis approach that evaluations and decisions <br /> can be made to better time and stage developments to achieve growth determined by the <br /> General Plan and related planning documents. The implications of these evaluations and <br /> decisions must be also considered as they may have an impact on similaz areas in the <br /> County. <br /> The proposed request for a change of zone from RS-7.5 to CV-7.5 conforms to <br /> the goals, policies and standazds of Land Use (Commercial) and Economic Elements of <br /> the General Plan.
