<br /> the General Plan is a representation of the document's goals and policies to guide the <br /> coordinated growth and development of the County. It reflects a graphic depiction of the <br /> <br /> physical relationship among the various land uses. The requested Village Commercial <br /> zoning is consistent with the Medium Density Urban designation on the LUPAG Map for <br /> this area of Naalehu. Such designation may allow village commercial uses, including <br /> office uses. <br /> Recent commercial rezonings in the azea include: <br /> • TMK: 9-5-24: 76 (adjacent property to the east), Ordinance No. 90 131 effective <br /> October 20, 1990 for a change of zone from RS-7.5 to CV-7.5. <br /> • TMK: 9-5-24: 77, Ordinance No. 90 129 effective October 20, 1990 for a change of <br /> zone from RS-7.5 to CV-7.5. <br /> Surrounding uses aze a mix of residential and commercial uses and zoned RS-7.5, <br /> CV-7.5 (adjacent property to the east) and CV-10 (across Highway 11). The Ka'u <br /> Family Health Center is located across the highway to the east and zoned CV-10. <br /> <br /> Naalehu School is located east of the Kau Family Health Center. Keoki's Cafe and a <br /> Union 6 service station are located to the south across Highway 11. <br /> Access to the property is proposed from Highway 11, a state-owned highway with <br /> an approximately 50-foot right-of--way with a 40-foot wide pavement. There is an <br /> existing roadway easement within the property which gains access to Highway 11. <br /> Curbs, gutters and sidewalks have been constructed along the south side of Highway 11 <br /> fronting the Ka'u Family Health Center to Naalehu School. The Department of Public <br /> Works recommends that the applicant provide improvements to the entire frontage along <br /> Kukui Road consisting of, but not limited to, pavement widening with concrete curb, <br /> gutter and sidewalk, drainage improvements, and any required utility relocation. Because <br /> the conditions of the zoning limit development to the current home, the Director is not <br /> recommending curb, gutter and sidewalk improvements. These would not connect with <br /> any other sidewalks and would have limited usefulness. <br /> According to the Department of Water Supply, County water is available from an <br /> existing 8-inch waterline within Highway 11 or an existing 6-inch waterline within Kukui <br /> Street, both fronting the subject parcel. The County police station is located less than two <br /> -2- <br /> <br />
