The Honorable Chairman Pete Hoffmann <br />and Members of the County Council <br />Page 9 <br />March I, 2007 <br />To improve services to the public, we are proposing to transfer the Beach Lifeguard <br />program to the Fire Department, and establish a Vehicle Registration and Licensing <br />division that will eventually maintain regional one-stop service centers throughout the <br />island. While all departments will be able to obtain additional funding to maintain <br />services to the Big Island's growing population, special emphasis in this budget is given <br />to the County's Solid Waste division, as it moves to expand and improve its recycling <br />program. A Recycling Specialist position will be created for Kona and a new roll-on, <br />roll -off trailer system will be established as a pilot program to separate, collect, and <br />transport green waste and white goods from specified transfer stations. <br />We believe that this budget, which is approximately 10% higher than the current year's <br />budget, provides funding for reasonable and responsible growth, while maintaining <br />provisions for future emergencies and needs. <br />In the weeks ahead, the departments will be reviewing the Council's recommendations in <br />Resolution No. 20-07 and will be available to discuss them more fully with you during <br />budget reviews.
