administrator shall obtain, review, and reasonably utilize any base flood <br /> elevation and floodway data available from a Federal or State agency, or <br /> other source, in order to administer article 4. Any such information shall <br /> be submitted to the County of Hawaii for adoption. <br /> ((e)] (f~ Whenever a watercourse is to be altered or relocated: <br /> (1) Require that the flood carrying capacity of the altered or relocated <br /> portion of said watercourse is maintained; <br /> (2) Notify the State of Hawaii department of land and natural <br /> resources ['a~-°~~~~~ (commission <br /> on water resource manas~ement) and all adjacent property owners, <br /> prior to such alteration or relocation of a watercourse, and submit <br /> evidence of such notification to the Federal Insurance <br /> Administration, Federal Emergency Management Agency. <br /> [(€j] ~ Take action to remedy violations of this chapter as specified in article 6. <br /> SECTION 9. Chapter 27, article 4, section 27-17, Hawaii County Code 1983 (2005 <br /> <br /> edition), as amended, is hereby amended to read as follows: <br /> Section 27-17. Certification standards. <br /> Pre-construction and post-construction certification of elevation and <br /> floodproofing of new construction, improvements to repetitive loss structures, <br /> development, and substantial improvements within azeas of special flood hazazds <br /> shall be submitted to the director of public works and shall be maintained as a <br /> matter of public record. <br /> (a) Pre-construction certification. Requirements for approval of the building <br /> permit shall include the following items, as applicable, and any additional <br /> items as required by the director of public works to promote public <br /> welfaze and safety: <br /> (1) Certification of building plans. Each set of building plans shall be certified <br /> by a structural engineer or architect, currently registered in the State of <br /> Hawaii, to be in compliance with the requirements of this chapter. <br /> (2) Elevation certification on building plans. The elevation of the lowest floor <br /> shall be certified on each set of the building plans by a civil engineer or <br /> land surveyor currently registered in the State of Hawaii. <br /> (3) Special flood hazazds area certification. The County of Hawaii "Special <br /> Flood Hazazd Area Certification" form, as amended, shall be completed <br /> and certified by a structural engineer or architect currently registered in <br /> the State of Hawaii. The completed "Special Flood Hazard Certification" <br /> shall be submitted for approval with the building plans. <br /> (4) Floodproofing certification. For all new nonresidential construction and <br /> substantial improvement with enclosed areas below the base flood <br /> elevation, the Federal Emergency Management Agency "Floodproofing <br /> Certificate" form, as amended, shall be completed and certified by an <br /> engineer or azchitect currently registered in the State of Hawaii and shall <br /> be submitted for approval with the building plans.
