This bill <br /> contains numerous amendments [hat will clazify, augment and insure our participation in the <br /> National Flood Insurance Program (NFIP) and begin our participation in the Program's <br /> Community Rating System (CRS) which will reduce insurance premiums for all participants. <br /> The bill also reinforces our philosophy of pro-actively managing flooding by identifying flood <br /> hazard areas, regulating construction and promoting participation in [he NFIP within these azeas <br /> to minimize damages and loses. Lastly, as proven by the November 2000 Flood Disaster, we <br /> recognize that no project can truly control flooding. As a result, we aze proposing to change the <br /> title of Chapter 27 from "Flood Control" to "Floodplain Management," to better reflect our <br /> management approach to flooding. Other specific changes include: <br /> 1. Inclusion of language that will provide for changes and revisions to the Flood Insurance <br /> Rate Maps and our Storm Drainage Standards. <br /> 2. Establish a consistent "no rise" in flood elevation criteria for construction in special flood <br /> hazard areas. <br /> 3. Establish drainage improvement standards that not only address stormwater quality criteria <br /> established by the Coastal Zone Act Reauthorization Amendments of 1990 (CZARA), but <br /> would also establish disposal requirements for runoff generated by developments. <br /> 5 ~ ~ Comm.
