Theses recommendations <br /> have been developed pursuant to a through review of all applications forwarded by the Finance <br /> Department and the interviews and site visits conducted by the Adhoc Committee establish by <br /> Council for this purpose. Public noticed for site visits and interviews were duly served to all <br /> applicant organizations, prior to Mazch 15d' and 16d' in Kona and Mazch 22nd and 23`d in Hilo. <br /> The Adhoc Committee was established to attend site visit and interviews in accordance to 92- <br /> 2.5 of the Hawaii Revised Statues, "Permitted Interaction of Members" (The Sunshine Law) <br /> to communicate, interact ,discuss and investigate matters relating to the Hawaii County Grant <br /> Applicants. The grant applications conducted in two parts, site visits and interviews. The site <br /> visit is afact-finding undertaking, not a meeting or decision-making deliberation of a <br /> committee. Its purpose is to inspect facilities, inquire about programs and location of its <br /> operations. The applicants' allowed 15 minutes to present to the committee a brief summary of <br /> the organization missions, implementation of programs and its benefits. <br /> The committee consists of four Council Members, Donald Ikeda, Stacy Higa, Vice-Chair <br /> Angel Pilago, and I met to formulate recommendations to present to the full committee on its <br /> decision concerning the nonprofit appropriations. After lengthy discussion and review of the <br /> programs, careful consideration was the benefit to the County as a whole that by providing <br /> additional funding to enhance the quality of life represented by all applicants. <br /> This yeaz, 36 agencies submitted and 57 eligible applications. The sum of $1,778,800 <br /> requested for which the Council has available $900,000 to appropriate. Of these 57 applicants, <br /> twenty-eight programs funded by the County previously, sought funding increases this yeaz. <br /> Six programs requesting funds were identical to their FY2006-07 grant award.
