Kenneth Sowden <br /> of Hilo, to the Hawaii County Water Commission, to replace Tom <br /> Poy of Hamakua, whose term expired on December 31, 1996. <br /> Mr. Sowden is a 30-year resident of Hawaii and since 1996, has <br /> been employed by the Monarch Insurance Service. Prior to that, <br /> he was with Marsh & McLennan, Inc. (1980-1995). Mr. Sowden is <br /> a member of the Hilo Yacht Club, the Rotary Club, the Elks Club <br /> and the Hawaii Island Chamber of Commerce.
