Yamashiro dated December 10, 1997, reports as follows: <br /> The purpose of Communication No. 628 is to recommend the appointment of the following <br /> individual as a member of the Water Commission: <br /> Mr. C. Kenneth Sowden of Hilo, of no political affiliation , to fill the vacancy created by <br /> the expired term of Mr. Tom Poy, for a term ending December 31, 2001. <br /> Mr. Sowden, a 30-year resident of Hawaii, has been employed by the Monarch Insurance <br /> Service since 1996. Prior to that, he was with Mazsh & McLennan, Inc. (1980-1995). <br /> Pursuant to Section 8-2 of the Hawaii County Charter, the mayor shall appoint members to the <br /> Water Commission to be confirmed by the Council, as prescribed in Section 13-4 of the Hawaii <br /> County Charter. <br /> Mr. Sowden noted that he will be able to work well with other Commission members and will <br /> be able to attend the meetings. He is awaze of the sunshine law and does not foresee any <br /> potential conflicts. <br /> Your Committee on Planning recommends the approval of the appointment of Mr. C.
