Several suggestions might help. <br /> 1. Solid Waste Collections should be on a cash or credit <br /> card basis. Merely noting license plate numbers and <br /> mailing bills later is not an effective method. <br /> 2. Sewer Bills - A program to link sewer bills to water <br /> service should be implemented. <br /> 3. Statutory change should be sought so that liens could <br /> be placed on properties with grossly overdue accounts. <br /> Such a bill was introduced last year, but failed to <br /> advance in the Legislature. <br /> 4.
