A RESOLUTION AUTHORIZING THE MAYOR, DEPARTMENT OF RESEARCH <br /> <br /> AND DEVELOPMENT, AND DESIGNATED COUNCIL MEMBER TO COORDINATE <br /> <br /> WTIH THE UNTIED STATES DEPARTMENT OF AGRICULTURE WILDLIFE <br /> SERVICES TO FORMULATE A ON~YEAR PH.oT PROGRAM TO TRAP INVASIVE <br /> FERAL PIG POPULATIONS IN HAWAII ISLAND RESIDENTIAL COMMUNITIES <br /> AND AGRICULTURAL FARM LOTS. <br /> WHEREAS, the Hawaii County Council recognizes the need to address problems <br /> caused by invasive feral pig populations in residential communities and agricultural farm lots on <br /> Hawaii Island; and <br /> WHEREAS, feral pigs have caused severe property damage and crop losses due to their <br /> grubbing and rooting activities; and <br /> WHEREAS, in addition to suffering physical and economic damages, property owners <br /> island-wide have complained that they are fearful of encountering wild pigs outside of their <br /> homes and on their properties; and <br /> WHEREAS, Hawaii Island residents are requesting assistance from County government <br /> to help address the growing problem of feral pigs as County govemment had done in its initiation <br /> of coqui frog eradication and cornrol programs; and <br /> WHEREAS, the Council recognizes that an organized trapping program in residential <br /> and agricultural communities would be the safest and most efficient way of dealing with feral pig <br /> populations; and <br /> WHEREAS, the Council proposes that this organized trapping program be strictly <br /> intended to address problems confronting residernial and agricultural farming communities, and <br /> is not intended to trap feral pigs in established hunting areas or forest and watershed reserves <br /> designated as public hunting areas by the State Department of Land and Natural Resources; and <br /> WHEREAS, the Council supports the developmem of a one-year pilot program by the <br /> County in coordination with the United States Department of Agriculture Wildlife Services to <br /> accomplish the following: <br /> I. Purchase or build appropriate traps for feral pigs. <br /> 2. Formulate a procedure to receive requests for trapping assistance from <br /> HawaiS Coumy residents and to obtain written permission from said residents <br /> for the setting of traps on pmate property, including indemnification of the <br /> Coumy of Hawaii and the United States Department of Agriculture Wildlife <br /> Services and their respective agents from any and all liabilities, losses, or <br /> damages arising out of the trapping of feral pigs on said private property. <br /> <br />
