<br /> schedules and other relevant legal proceedings, as well as correctional intake, should the <br /> <br /> defendant remain in custody pending trial and begin serving a confinement sentence. <br /> <br /> All agencies will continue to operate their own information systems and data will be <br /> exchanged using eXtensible Mark-up Language (XML) standards developed and <br /> approved by the U.S. Department of Justice and the Hawaii Criminal Justice Data <br /> Center.I <br /> Current Business Practice & Background <br /> Hawaii County Police Department: <br /> Current business processing requires the Hawaii County Police Department to generate a <br /> "roster" of all persons arrested and confined in their cell block. A detailed roster of all <br /> persons arrested and confined can be generated from their records management system <br /> (RMS) system, but it is extensive and represents multiple printed pages. For continuity <br /> and easy reference by correctional officers and other agencies, the Police Department <br /> also manually writes basic information on parties arrested and booked in a "Prisoner <br /> Loglist." Additionally, this information is also recorded in the "Prisoner Log", which is <br /> an Excel spreadsheet created by a booking officer operating on a floppy diskette in one of <br /> the personal computers in the Department's booking office. This "Log" is the roster <br /> which the Hawaii County Police Department faxes, together with the individual <br /> OBTS/CCH Arrest Reports generated by the Green Box booking system, and any <br /> supporting wanants for arrest, to HISC and the Hawaii County Prosecutor's office each <br /> morning. <br /> There is some level of integration between the Green Box booking system and the <br /> Department's Records Management System (RMS). Information entered into the Green <br /> Box is pushed to the RMS, but there is no reciprocal exchange between RMS and Green <br /> Box. In addition, when the court disposes a case, that disposition information must be <br /> entered into the RMS, as well as manually recorded in the "Prisoner Loglist." <br /> Implementation of the IJIS Broker technology contemplated in the HIP Pilot project may <br /> eliminate the need for the Police Department to print and fax the roster of inmates and <br /> their individual OBTS/CCH Arrest Reports. In all likelihood, however, the roster will <br /> initially still be produced as simple quality control, to ensure that in fact all relevant <br /> OBTS/CCH Arrest Reports have been received by the appropriate agencies. In addition, <br /> copies of the arrest warrants for persons arrested on warrant will still need to be faxed to <br /> ~ The U.S. Department of Justice has spent several years, working through the Office of Justice Programs <br /> and the Global Justice Information Shazing Initiative, to create the Global Justice XML Data Model <br /> (GJXDM), which defines universal data exchange standazds in the justice arena. The GJXDM is based on <br /> industry standards with significant practitioner input, and is constantly evolving and presently in release <br /> 3.03.
