The initial project TIAR was prepared on the basis that the County Ali`i Highway project would be completed prior to the development of the makai portion of the Parcel 53 project. The Supplemental TIAR was prepared to consider a scenario whereby the planned Ali`i Highway project is delayed beyond the time frame of this development. As with the original TIAR, the Supplemental Report assumes that the planned Mamalahoa Highway Bypass Road, which is to extend from the ICeauhou to Captain Coolc, will be completed prior to the development of the subject project. The Supplemental TIAR, assuming the Ali`i Highway is not constructed, recommends several additional improvements both internally and externally to the project. The Report indicates that the recommended improvements, together with other regional improvements planned by the County and State, are expected to mitigate traffic impacts resulting from the full development of Parce153. Copies of the full Supplemental TIAR, which includes the technical analysis of the existing and future conditions with and without the project, are available if needed. ~ LL g .
