Kamehameha Investme~- corporation February 19, 1998

Keauhou Resort, Parcel 53 Page 4
Roadway Improvements Planned By Others
The highway improvements, discussed in this section, are proposed in the Draft Final
Report on the "Hawaii Long Range Land Transportation Plan", dated January 1998,
prepared for the State Department of Transportation (DOT) and the County of Hawaii
Department of Public Works and Planning Department. These alternative highway
improvements are assumed to be implemented to accommodate the future traffic demands
expected in the region without the proposed project.
Year 2010 Ilighway Improvements By Others
° The Mamalahoa Bypass Road is proposed as a two-lane highway, which would be
constructed between Alii Highway in the Keauhou Resort and the intersection of
Mamalahoa Highway and Napoopoo Road in Captain Cook. The construction of
the proposed highway is a condition of approval for the proposed Villages of
I Iokukano (Oceanside 1250).
° Alii Drive is proposed to be upgraded between Hualalai Road and Alii Highway to
meet current design standards for atwo-lane arterial highway. The improvement
of Alii Drive is necessary to accommodate the traffic from the Mamalahoa Bypass
Road and traffic demand diverted from a congested Kuakini Highway.
° Mamalahoa Highway is proposed to be upgraded between Palani Road and its
junction with Kuakini Highway to meet current design standards for atwo-lane
highway. The improvement of Mamalahoa Highway is necessary to accommodate
the increase in traffic demands, diverted from a congested Kuakini Highway.
° Hualalai Road, between Queen Kaahumanu Highway and Mamalahoa Highway,
is proposed to be upgraded to meet current design standards for atwo-lane
roadway. The improvement of Hualalai Road would provide a "mauka bypass"
route between Kailua-Kona and Honalo, via an improved Mamalahoa Highway.
Year 2015 Highway Improvements By Others
° Kuakini hlighway is proposed to be widened from two lanes to four lanes from
Queen Kaahumanu Highway to Kamehameha III Road.
° Northbound Alii Highway should be widened to provide an exclusive right turn
lane at Kamehameha III Road to accommodate the traffic from the Mamalahoa
Bypass Road bound for Kuakini Highway.
