McClure's letter to the Honorable Brenda Ford dated March 22, 2007, and would also like to amplify the following: Item (6), Page 17: While a civil engineer can determine flood elevations and flooding effects based on rain events of pre-determined probability, a civil engineer cannot certify the "likelihood of flooding" because the likelihood of t3ooding is determined by future probabiliiy. Item (d) (1), Page 20: Requiring that certain Federal and State Permits, including the 404, 401 and NPDES permits be provided at the time of subdivision application would require that the applicant submit subdivision plans to these Federal and State agencies prior to obtaining any form of subdivision acknowledgement from the County. We feel that such action would undermine the responsibility of the Planning Department for development, because the County would be the last agency (rather than the first agency) to have knowledge of a planned development.
