Angel; Jacobson, Bob; Hoffmann, Pete; Yagong, Dominic; Naeole, Emily; Yoshimoto, J; <br /> Higa, Stacy; Ikeda, Donald <br /> Subject: Support Communication 176.35/Oppose Communication 176.40 <br /> May 14, 2007 <br /> Aloha Chairperson Ford and members of the Public Works and Intergovernmental Relations Committee, <br /> I am writing in support of amending Bill 51 as proposed in Communication 176.35 from Brenda Ford. <br /> Specifically, I support: <br /> • placing strict limits on the amount of development that can occur on slopes that are 10% or <br /> greater. <br /> • raising the requirements in Chapter 27 from the 10-year flood standard to the 100-year flood <br /> standard. <br /> • bringing specific requirements from the County's General Plan, Section 5. Flooding and Natural <br /> Hazard, into Chapter 27, the County's Floodplain Management law <br /> • requiring the creation of an integrated electronic informational database that will accessible to all <br /> County agencies and the general public. <br /> • requiring 30-year old flood maps to be updated and expanded to include not only FEMA flood <br /> channels, but numerous mauka/Makai "historic ditches" that only flow intermittently during high <br /> rainfall events. <br /> Finally, I oppose Communication 176.40 from Public Works Director Bruce McClure requesting postponement of <br /> the above amendments being proposed by Council members Brenda Ford and Pete Hoffrnann. <br /> Comm.
