Angel; County Testimony <br /> Subject: Bill 51 <br /> <br /> May 14, 2007 <br /> <br /> Aloha Chairperson Ford and members of the Public Works and Intergovernmental Relations Committee, <br /> <br /> I am writing in support of amending Bill 51 as proposed in Communication 176.35 from Brenda Ford. <br /> Specifically, I support: <br /> • placing strict limits on the amount of development that can occur on slopes that are 10% or greater. <br /> • raising the requirements in Chapter 27 from the 10-year flood standard to the 100-year flood standard. <br /> • bringing specific requirements from the County's General Plan, Section 5. Flooding and Natural Hazard, into Chapter 27, <br /> the County's Floodplain Management law <br /> • requiring the creation of an integrated electronic informational database that will accessible to all County agencies and <br /> the general public. <br /> • requiring 30-year old flood maps to be updated and expanded to include not only FEMA flood channels, but numerous <br /> mauka/makai "historic ditches" that only flow intermittently during high rainfall events. <br /> Finally, I oppose Communication 176.40 from Public Works Director Bruce McClure requesting postponement of the <br /> above amendments being proposed by Council members Brenda Ford and Pete Hoffmann. <br /> Sincerely, <br /> Lillian Fox <br /> 75-6081 Alii Dr. # Y 102 <br /> Kailua-Kona HI 96740 <br /> Comm.
