Hawaii Leeward Planning Conference <br /> In Consideration of Bill No. 51, Draft 2 <br /> 2 April 2007 <br /> Page Two of Two <br /> Based on numerous concerns voiced by both public and private sector engineers, many <br /> of which have been shared with your committee to date, if the Council wishes to proceed with <br /> passing a bill, HLPC reiterates its request that at this time the Council pass a bill that <br /> exclusively addresses and ensures compliance with National Flood Insurance Program and <br /> FEMA requirements. This action will expedite compliance while simultaneously allowina more <br /> time for continued discussion on the additional amendments that are being proposed. <br /> HLPC is an organization whose members respectively and collectively offer a wealth of <br /> <br /> expertise and experience in planning, engineering, design, land use and management, <br /> resource use and management, agriculture, housing, development, and implementation. In <br /> conducting our analysis on Bill 51, members with expertise in respective fields have provided <br /> insight. Based on our in-depth analysis, we believe that this Bill is extremely problematic and <br /> <br /> will impose significant negative impact (both financial and other), on a broad spectrum of both <br /> your constituents as well as, on County and State agencies. As such, we are opposed to Bill <br /> 51, Draft 2 as currently written and are also opposed to the proposed amendments cited in <br /> Communication 176.35, pending a comprehensive review and determination of impacts both <br /> positive and negative. <br /> Thank you for your leadership in finding and executing responsible solutions, and for this <br /> opportunity to express our views on this matter. <br /> Respectfully submitted, <br /> Jacqui L.
