Grading for development has not taken into account what and how the changed water flow patterns <br /> will affect farms and houses below developments. There are no laws, rules, regulations that have enforcement <br /> protocols attached to back up county "requests" to stop grading in areas where damage has already occurred ie the <br /> Adrianna development. There seems to be no recourse for those who are already here and aze being negatively <br /> affected by development. <br /> Specifically, I support: <br /> • placing strict limits on the amount of development that can occur on slopes that are 10°/u or greater. <br /> • raising the requirements in Chapter 27 from the 10-year flood standard to the 100-year flood standard. <br /> • bringing specific requirements from the County's General Plan, Section 5. Flooding and Natural Hazard, into Chapter <br /> 27, the County's Floodplain Management law <br /> • requiring the creation of an integrated electronic informational database that will accessible to all County agencies and <br /> the general public. <br /> • requiring 30-year old flood maps to be updated and expanded to include not only FEMA flood channels, but numerous <br /> mauka/makai "historic ditches" that only flow intermittently during high rainfall events. <br /> ~ 'j (o .7 8 <br /> Comm.
