During that time, we have sadly witnessed the decline of this very special place. Today, <br /> visitors and residents are as likely to see evidence of criminal activity such as drug dealing, <br /> graffiti or panhandling as they are to see the beauty and historical significance of this village by <br /> <br /> the sea. <br /> The Kailua Village Business Improvement District will help re-establish the quality of life that <br /> once permeated the village core. Modeled after the highly successful Waikiki Business <br /> Improvement District, our Kailua Village BID will manage and restore the area to a clean, safe <br /> and enjoyable environment. This will improve the economic wellbeing of area businesses and <br /> <br /> provide a better place for those who live and work in the area. I am personally aware of the <br /> <br /> WBID program and its successes through an acquaintance who works for that program. <br /> Clearly, taxpayers within the proposed District feel the need for improvement and are poised to <br /> self-assess themselves to achieve this outcome. Through this legislation, the Kailua Village <br /> Business Improvement District will be able to immediately enhance security and custodial <br /> services as well as plan for long-term special projects that will enhance and improve the overall <br /> Kailua-Kona experience. <br /> Sincerely, <br /> <br /> Barry K.
