Why were we unable to achieve these goals with KVIA during the `90's? The organization started with tremendous commitment and enthusiasm from a broad base of Kailua property owners and businesses, but over time we faced volunteer burnout and uncertain funding. I see tremendous promise for the proposed Kailua Village Business Improvement District with its sustainable funding mechanism that will provide for program funds and professional management. 1'he initial five-year term as outlined within the proposed Ordinance will allow the District the opportunity to take care of immediate needs and to thoughtfully plan for its future. What better win-win situation than this community of committed citizens who are willing to assess themselves to itnprove the quality of life and economic well-being throughout Kailua Village? "fhe overwhehning success of the business improvement district model is evident in Waikiki and in many mainland cities, large and small, where similar programs have been adopted, Our Kailua Village Business Improvement District exemplifies public-private partnerships at their best.
