REPORT OF THE <br /> COMMITTEE ON PUBLIC WORKS AND <br /> INTERGOVERNMENTAL RELATIONS <br /> DATE: May 1, 2007 RE: Comm. 336- Bill 87 <br /> PLACE: Sheraton Keauhou Bay Resort <br /> TIME: 2:30 p.m. <br /> Council Chair and Members <br /> Hawaii County Council <br /> Hilo, Hawaii 96720 <br /> Your Committee on Public Works and Intergovernmental Relations, to which was referred <br /> Communication No. 336- Bill 87, reports as follows: <br /> Bill 87 was transmitted by Public Works Director Bruce McClure and Mayor Harry Kim by <br /> Comm. No. 336, dated April 10, 2007. During an "in-house" test, the department found that <br /> prohibiting side road access by restricting left turn movement allowed traffic to flow more <br /> smoothly and the time spent traveling through this area was noticeably reduced. <br /> Council Member Jacobson said that it might make it a little harder for some people, but this <br /> measure keeps the traffic moving smoothly. Council Member Pilago asked that Public Works <br /> Director Bruce McClure and Ron Thiel be called forward to answer questions. Public Works <br /> Director Bruce McClure said that twenty per cent of all the traffic which was going south on the <br /> <br /> highway at Honalo was from Holualoa, which meant that every fourth or fifth car would have to be <br /> "waved" into traffic by some courteous driver, which slowed traffic. Now the line of traffic on the <br /> Kuakini Higway is longer, but the traffic moves more smoothly. Ron Thiel stated that last August <br /> it took 60 minutes to go from Palani Road and Queen Ka`ahumanu Highway to Captain Cook and <br /> <br /> that since this measure was instituted the time was reduced to 40 minutes. Public Works Director <br /> McClure stated that the Public Works Department paid off-duty policemen to help put up <br /> barricades and monitor the traffic and that this measure has "teeth and tickets". <br /> Your Committee on Public Works and Intergovernmental Relations is in accord with the purpose <br /> and intent of Bill 87, and forwards it to the Council with a positive recommendation. <br /> AYES NOES A&E EX Respectfully submitted, <br /> FORD x <br /> HIGH x COMMITTEE ON PUBLIC WORKS AND <br /> HOFFMANN x INTERGOVERNMENTAL RELATIONS <br /> IKEDA x <br /> JACOBSON x <br /> NAEOLE x BRENDA J.
