I am extremely worried that this type of legislative proclt~:~::::; t. ~ tiro! <br /> place. I believe that as Councilmen, you have a duty to the citizens ct itt; ~1c c~rrly ui` <br /> Hawaii to assure that proper consultation with professionals and other 1,' ~n: n; lrulcleablr~ <br /> parties takes place grior to introducing legislation. It seems that the C,~,a.i'i;il'!, ;,n~pa.:~r. <br /> amendments to Eii1151 are being rammed through the process with all t:alii^n;m~; by <br /> professionals and others with vast experience in flood control issues r.~::rn; ~Ir:Pt: ~ }r <br /> ignored.
