I believe that as Councilmen, you have a duty to the citizens of tfrFB f, carp i~~r of <br /> Hawaii to assun3 that proper Consultation with professionals and other knerr,ls+agesi.bl+~ <br /> parties takes place 1~ to introducing legislation. It seems that the C~yun c:i ' ~ra;~ti,crc <br /> amendments t0 8ill 51 are being rammed through the process wfth aVl te::.tiruuny b!,r <br /> professionals and others with vast experience in flood control issues cornlrlr ielr r <br /> ignored.
