He owns <br /> property in Waimea which is being developed into needed community improvements and this <br /> bill may adversely affect the project without bringing any corresponding benefit of safety <br /> or flood prevention. There are adequate flood arrangements in existing law, and under the <br /> existing title to the land which have been sufficient there for over 120 years. The bill <br /> is overly broad and applies to lands which will result in a serious adverse impact, but <br /> with no public benefit which should be neither the result, nor the intent of the bill..
