Angel; County Testimony <br /> Subject: Bill 51 Draft 3 <br /> Dear County Counci: <br /> Bill 51 Draft 3 must pass. It doesn't matter how many "experts" weigh in on the subject of flood control. The fact <br /> is that if you grub and grade acreage, put in paved roads and house roofs you are changing the way in which <br /> <br /> water flows. <br /> Cases in point are the Ariana development which has washed away the coffee farmers soil and Kona Sea Villas <br /> <br /> which was flooded by a culvert built under Kuakini Highway that could not contain the waters that ran through it. <br /> The Planning Commission granted Sunstone LLC the right to develop 290 condos in the middle of an immature <br /> flood plain. This is another disaster that WILL occur no matter what the "experts" say. A 5 foot culvert is NOT <br /> going to stop a billion gallons of water. The Planning Commission says "we just issue permits". This is much too <br /> simplistic a way of looking at things.
