SECTION 4. The proposed district apportionment formula for highway <br /> <br /> improvement projects in the Local Road Improvement category will now factor in the <br /> <br /> cost of hot mix asphalt concrete which varies between East and West Hawaii. <br /> SECTION 5. The Local Road Improvement category revenues shall be <br /> <br /> expended based upon an apportionment formula developed by the Department of <br /> Public Works. <br /> SECTION 6. The apportionment formula shall continue to be updated every two <br /> <br /> years by submission of a new ordinance by the Department of Public Works. <br /> SECTION 7. If any provision of this ordinance is held invalid, such invalidity shall <br /> not affect other provisions or applications of the ordinance which can be given effect <br /> <br /> without the invalid provision or application, and to this end, the provisions of this <br /> ordinance are declared to be severable. <br /> SECTION 8.
